    Graduated state tax 

    New York taxes income at graduated rates up to 10.9%, and winnings are added to the rest of your income. A smaller prize can be taxed at a lower rate than the 10.9% withheld, and once New York adjusted gross income passes $25 million, all of it is taxed at 10.9%.

    New York City and Yonkers 

    New York City residents also owe city income tax on winnings, and the lottery withholds 3.876% for it from prizes over $5,000. Yonkers residents owe the Yonkers surcharge, withheld at 1.82575%.
